Democrats Searching For Ways To Limit Cost Increase On Insurance
August 10th, 09Democrats in Congress were seeking ways to put limits on how high the cost of insurance can rise under the expansive health care bill on Friday in a bid to remove a final committee impediment that would get in the way in September.
Different officials admitted to a last-minute agreement being reached among Democrats on the Energy and Commerce Committee also included provisions that would allow the federal government to make direct negotiations with pharmaceutical companies to provide lower costs on drugs under Medicare.
The changes were made by Democrats in a renewed effort to bring a consensus between the interests of both liberal and conservatives on the committee. As part of the draft amendment already being circulated, the cost of insurance that would be allowed to increase more than one and half times the annual rate of medical inflation without government approval.
If passed by the committee, the new bill would be presented for voting at a full session of the House as soon as September. It is all a part of President Obama’s push to reform the American health care system. This is tempered with continued bipartisan negotiations between the three Democrat and Republican members that are forthcoming.
Essentially, the measures that are currently under consideration have been developed to reach the President’s goal of broadening the reach of health care while keeping the medical costs low across the country. One of major points would require insurers to sell coverage to all who apply regardless of pre-existing conditions. The federal government would, in turn, offer subsidies to families in lower income brackets so they can afford policies that would be cost prohibitive today.
Both of these bills would authorize the creation of so-called exchanges, which are basically national markets where consumers can evaluate various policies and choose one that best fits their needs.
The bulk of the coverage expansions would not take effect until 2013.
