A new study shows that insurance reform may not impact the increase in emergency room visits. More than 80 percent of emergency physicians say they’re increasing their emergency departments. Ninety-seven percent of emergency physicians also report helping Medicaid patients daily because they could not find a doctor to accept their health insurance.

Officials worry that new health care reform legislation may provide insurance coverage that reimburses doctors at Medicaid rates which will make this problem worse. “This poll confirms what we are witnessing in Massachusetts — that visits to emergency rooms are going to increase across the country, despite health care reform, and that health insurance coverage does not guarantee access to medical care,” said Dr. Sandra Schneider, president of the American College of Emergency Physicians in a news release. “Emergency medicine provides lifesaving and critical care to millions of patients each year and yet only represents 2 percent of the nation’s health care expenditures. Emergency physicians command the resources of a hospital to provide the best care for patients, but we must be prepared for increasing numbers of patients, not fewer, especially given our growing elderly population.”

The poll included responses from 1,768 emergency physicians. Seventy-nine percent of those responding say they’re using resources more efficiently, but nearly half worry that lawsuits will force them to cut costs in their departments. “Emergency departments need more resources, not fewer, and medical liability reform would help reduce overall costs by reducing the need for defensive medicine,” said Dr. Schneider. Roughly two-thirds of ER visits occur when doctor’s offices are closed and patients need urgent care. In 2008, ER visits reached nearly 124 million, an all-time high according to the Centers for Disease Control and Prevention.

Pre-existing conditions can make it difficult or even impossible to get good health insurance or any health insurance at all. Health insurance companies tend to shy away from those with these conditions because these policy owners will cost them more money.

Of course, if you have a pre-existing condition then you could get your insurance through your employer, but this is often not an option. You may be self-employed or your pre-existing condition may prevent you from working at all.

There are difficulties for those with pre-existing conditions in the search for insurance, but here are some suggestions that might help.

Form A Small Group

People with these conditions do not have to pay more if their employer offers health insurance because this is group insurance. With group insurance, a person with a pre-existing condition or illness cannot be denied on the basis of that illness. So how can you come to be part of a group if you do not have an employer offering group insurance?

The minimum size for group plans may be as small a s one or two people depending on your state. This is ideal for self-employed persons. You can use this status as a self-employed person to form your own small group so that you can avoid being denied for coverage while also avoiding higher premiums for your pre-existing condition.

You may need one employee or subcontractor to become a group of two, but this is a viable route to affordable health insurance for those with pre-existing conditions. You can avoid being rejected and being charged higher premiums for your pre-existing condition in this way.

Use Your Affiliations

Many professional groups may be another way for you to obtain health insurance. You alliance with any group because of your profession may be just the edge you need to secure an affordable insurance policy that will cover your pre-existing condition. Checking into your existing professional affiliations and considering some new ones may be advisable to further your search for health insurance.

The state that you live in may be able to help too. Some states such as Maryland, New York, Massachusetts, Vermont, and New Jersey have regulations that require companies to sell you a policy even if you have a pre-existing condition. There are even caps on how much insurance companies can charge you for a policy in these states too.

If You Have Been Laid Off Recently

When you are laid off then health insurance may suddenly become an issue. You may never have faced the difficulty that comes along with seeking out health insurance when you have a pre-existing condition. In instances such as this you will want to consider COBRA.

COBRA coverage is expensive but, depending on your circumstances, it may be your only opportunity to get coverage. Paying the amount necessary for COBRA coverage is definitely better than not having any coverage at all. You will want to investigate COBRA prices and see if you are eligible for any discounts on COBRA premiums. These discounts may help you to afford COBRA coverage more easily.

Getting health insurance coverage when you have a pre-existing condition can be an arduous journey. Health insurance companies have to make money to stay in business and individuals with pre-existing conditions are more likely than individuals without them to cost an insurance company a lot of money.

The Ohio-based Progressive Corporation, one of the top three auto insurance providers in the United States, recently started operations in the state of Massachusetts. The company began selling auto insurance in Massachusetts at the beginning of May, 2008. As of today, the company has sold over 10,000 vehicle insurance policies to Massachusetts customers.

Progressive began its operations in Massachusetts as a result of the state government’s revamping of Massachusetts auto insurance laws. The state’s new laws, which became effective on April 1, 2008, let auto insurance providers determine their own prices. Previously, the state required auto insurance companies operating in Massachusetts to charge customers the rates that it set. Now, Massachusetts requires only that insurance companies submit their rates and ratings systems to regulars from the state’s Department of Insurance.

Since Progressive’s entry into the state’s auto insurance market, the company has taken on 65 new employees from Massachusetts. Progressive intends to take on at least 70 additional workers before the year is out, due to the influx of business they’ve been receiving.

There are additional indicators that Progressive has been winning the trust of Massachusetts motorists, beyond the raw number of policies sold. Approximately 90% of the new Progressive customers in Massachusetts have given the company top ratings, in marketing surveys produced by Progressive. Progressive has issued similar surveys to its customers in other states, and only approximately 65% of the had given the company those kinds of top ratings.

Cathy Wilton-Bransch, the product manager in charge of the company’s Massachusetts operations, expresses satisfaction with how Progressive has fared in its new market. “We are very pleased,” Wilton-Bransch told the press. “We have exceeded expectation.”

Peter T. Robertson, a Massachusetts lawyer representing the interests of the state’s Property Casualty Insurers Association, agreed with Wilton-Bransch’s positive prognosis. “It’s not bad for a new entrant to the marketplace,” said Robertson of Progressive’s performance. “Massachusetts is a big agency market,” he explained, “and so many people are loyal to their agents.”
